INTRODUCTION
The IX version of Forum on Europe takes place within the framework of the 40 th anniversary celebration of Universidad del Norte. The keynote speech by Belisario Betancur Cuartas, former President of Colombia and driving force of the relations with the old continent, and whose bonds with Europe, especially Spain , have been essential to the development of bilateral agreements between Spain and Colombia , graces this event.
The Seminar in International Education with participation of ten European speakers is testimony of Universidad del Norte's developments in its internationalization process. This space has been reserved to draw Institutions of Higher Education in Europe and Latin America nearer, and as a tool to understand and properly access the broad possibility of opportunities that the internationalization of higher Education offers.
The 'II Jornada Carolina', with the topic "Women Today and their Opportunities: A Look from the Human Rights Perspective"; the Management Symposium, "European Management in the XXI Century" and the Environmental Meet, "Environmental Law, support for Sustainable Environmental Development", witness the level and quality of this important event.
With the presence of its Ambassador in Colombia and the carrying out of varied activities, Austria holds a special place in this program as it currently holds the Presidency of the European Union.
Once again we thank the distinguished academics visiting Forum on Europe 2006, as well as the institutions of higher education, organizations and embassies that have supported the carrying out of this event.
¡Welcome all to Forum on Europe 2006!
